      JOB TITLE: Program Manager

      POSITION NUMBER: 2304-IHRC-PM

      POSITION LOCATION: Remote

      ANTICIPATED START DATE: Two weeks after candidate identification.

      TRAVEL: As required to fulfill the responsibilities of the position

      IHRC, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients.

      IHRC Inc. is looking for a full time Program Manager who will be managing a U.S. government contract that is about $100M in size over five-year period. This is a biological analysis and biodefense contract and will have about 80 personnel all throughout the U.S. The client is located in Washington DC. The work location is mostly remote, but depending on where the candidate lives, the candidate may need to report to IHRC’s HQ in Atlanta, GA (2 – 3 days/week). Up to 25% travel is expected. We are looking for a candidate with a strong program and project management background in the biological field as well as experience in business development.

      SCOPE OF WORK

      The Program Manager will be responsible for managing a U.S. government contract with 80 employees all throughout the U.S. and participating in IHRC’s business development and operational activities.

      MAJOR DUTIES AND RESPONSIBILITIES

      • Manage all work performed under the contract
      • Manage the schedule and costs for the contract.
      • Serve as the single Point of Contact for the government’s Contracting Officer (CO) and Contracting Officer’s Representative (COR).
      • Must be available to the government via email/telephone between the hours of 0800 and 1800 EST, Monday through Friday
      • Respond to requests for discussion or resolution of technical problems within 2 hours of notification.
      • Responsible for managing resources (i.e., personnel, finance, etc.) of the contract in coordination with IHRC’s internal team.
      • Supervise several direct reports.

      Requirements

      MINIMUM QUALIFICATIONS

      Education and Experience:

      · Bachelor’s degree from an accredited university in microbiology, molecular biology, biology, or related course work in biological science.

      Required:

      · At least six years of laboratory bench experience utilizing PCR and other biological laboratory techniques.

      · Two years of experience as leading and managing a team of 20 people or more

      · Seven years of experience in U.S. government contracting

      · Experience with managing >$20 million U.S. government contract.

      · Experience with business development activities (e.g., capture, proposal writing, etc.)

      · PMP certification

      · Strong communication skill (both oral and written)

      · Strong interpersonal and problem-solving skills

      · Familiarity with Federal Acquisition Regulation (FAR)

      · Be able to work outside the normal work hours when an emergency arises.

      · Be able to pass and maintain DHS suitability clearance.

      · Be able to travel up to 25%

      Desirable:

      · Experience working in Biological Safety Laboratory (BSL) 3 or higher environments.

      · Experience working with public health laboratories.

      · Experience with Continuity of Operations planning, and drills and exercises.

      · Demonstrate understanding of ISO 17025 and ISO 9001

      · Demonstrate understanding of Good Laboratory Practice (GLP)

      Language Skills:

      • The candidate must possess excellent oral and written communication skills in English

      REQUIREMENT:

      • Must be United States citizen or permanent resident or have authorization for employment in the United States

      SALARY: $130,000 - $160,000
