      JOB TITLE: Technical Manager

      POSITION LOCATION: Remote

      ANTICIPATED START DATE: Two weeks after candidate identification.

      TRAVEL: As required to fulfill the responsibilities of the position

      IHRC, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients.

      IHRC Inc. is looking for a Technical Manager who will be managing technical aspect and day-to-day operations of a U.S. government contract. This person will report to IHRC’s Program Manager (PM). This is biological analysis and biodefense work, and for our government client in Washington DC. The work location is mostly remote, but depending on where the candidate lives, the candidate may need to report to IHRC’s HQ in Atlanta, GA (2 – 3 days/week). We are looking for a candidate with a solid biological analysis background and with strong project management skills.


      SCOPE OF WORK

      The Technical Manager will be responsible for managing technical aspect and day-to-day operations of a U.S. government contract with 80 employees all throughout the U.S. The Technical Manager’s main stakeholders will be the Contracting Officer’s Representative (COR) and the government PM.


      MAJOR DUTIES AND RESPONSIBILITIES

      • Provide oversight for technical issues and day-to-day operations.
      • Work with the QA Specialist to ensure compliance with program protocols and guidance, development of corrective actions, and related operational tasks and issues.
      • Oversee day-to-day operations of the contract and the team.
      • Coordinate hiring actions with HR and recruiters in a timely manner.
      • Ensure all laboratory staff, including new hires, are appropriately trained in program protocols.
      • Responsible for risk management and bringing up concerns to the IHRC PM.
      • Responsible for managing and executing various efforts under this contract.
      • Supervise several direct reports.

      Requirements

      MINIMUM QUALIFICATIONS

      Education and Experience:

      · Ph.D. or Master’s degree from an accredited university in microbiology, molecular biology, biology, or related course work in biological science.

      Required:

      · Four years of laboratory bench experience utilizing PCR, aseptic techniques, and biological assays

      · Three years of experience with laboratory quality assurance protocols and activities

      · One year of experience working in Biological Safety Laboratory (BSL) 3 or higher environments

      · Two years of experience as a team lead/senior scientist

      · Two years of experience in U.S. government contracting

      · Be able to pass and maintain DHS suitability clearance.

      · Strong communication skill (both oral and written)

      · Strong interpersonal and problem-solving skills

      · Experience with risk management

      · Be able to work outside the normal work hours when an emergency arises.

      · Be able to travel up to 25%

      · Familiarity with PMBOK based project management activities.

      · Familiarity with Federal Acquisition Regulation (FAR)

      · Demonstrate understanding of ISO 17025 and ISO 9001

      · Demonstrate understanding of Good Laboratory Practice (GLP)

      Preferred:

      · Experience working with public health laboratory.

      · Experience with Continuity of Operations planning, and drills and exercises.

      · Certification such as Clinical Laboratory Improvement Amendments (CLIA) certification or American Society of Clinical Pathology (ASCP) certification.

      Language Skills:

      • The candidate must possess excellent oral and written communication skills in English

      REQUIREMENT:

      • Must be United States citizen or permanent resident or have authorization for employment in the United States

      SALARY: $130,000 - $160,000
